The Biden administration has added Intellexa and Cytrox to its blacklist of cyber-attack companies banned from doing business with the United States. The two spyware companies were developed by Israeli internet expert Tal Dilian and marketed from various European countries.
In November 2021, the Biden administration placed Israeli spyware companies NSO Group and Candiru on the Commerce Department’s blacklist. This means that companies cannot service US entities, or even purchase equipment or software from US companies.

Then, last March, Biden limited the ability of US intelligence agencies to use spyware and the possibility of exporting similar technologies to other countries where there is concern that they could be used to monitor American citizens or violate human rights.
Companies now added to the banned list include Intellexa SA in Greece, Cytrox Holdings in Hungary, Intellexa Ltd. in Ireland, and Cytrox AD in North Macedonia. They are accused of “trafficking in Internet exploits used to access information systems, threatening the privacy and security of individuals and organizations around the world.”
