Four consortiums bid for Haifa-Nazareth light rail

Four international consortia submitted bids for the final tender for the Novet light rail. The tender was issued by the Ministry of Transport and Road Safety through Trans Israel National Transportation Ventures after passing the Pre-Qualification (PQ) phase of the tender.

The Nofit Light Rail is a major project that will connect the Haifa metropolitan area with Nazareth and will have a significant social and economic impact on northern Israel.

The four consortia that submitted bids for the tender are: Shapir Engineering and Industries (TASE: SPEN) and the Spanish company CAF. The French company Alstom and Electra Ltd. (TASE: ELTR) and Minrav Holdings (TASE: MNRV); the Spanish company COMSA, Dan and Danya Cebus (TASE: DNYA); and Shikun & Binui Holdings (TASE: SKBN), and Egged.

The Nofit light rail project is being promoted using the PPP (Public Private Partnership) method, with the winner of the bid financing and project planning taking responsibility for the construction and operation of the project. Concession business is expected to start next year, and light rail operations are scheduled to begin in 2028.

The tender winner will design, build, supply and install all rail systems for the project, procure rolling stock, and operate and maintain the light rail for a period of 25 years. The concessionaire will provide signaling systems, line electrification, communication systems, passenger ticketing and information systems, construction of tracks, stations, warehouse complex, control center and more.

Given the expected 40% population growth in the Greater Nazareth area by 2040 and 70% population growth in Shefaram and Kiryat Ata, and an expected 60% increase in the number of jobs in the area, this is a project that changes the reality of the area. population.

The Nofit Light Rail will serve residents of the North and is designed to create a fast, convenient and accessible transportation line by connecting cities in the Northern Capital Region – Haifa, Haifa Bay, Nazareth and Nof Hagalil.

The light rail will be an advanced and environmentally friendly means of transportation, powered by electricity, and using innovative and green technology, which will allow for the first time in Israel to travel continuously in urban areas and between cities without changing means of transportation.

The Nofit light rail line will extend over 41 kilometers with 20 stations, Park and Ride car parks along the route, a depot complex and a control centre. More than 30 light rail trains will operate on the line with a maximum travel frequency of every 4 minutes, and 100,000 passengers are expected to travel on it daily, with a planned travel speed of up to 100 kilometers per hour.
