Against the backdrop of the automotive industry’s shift toward electrification, connectivity, intelligence, and shared mobility, China is accelerating its progress toward becoming a superpower in the automotive industry. Taking advantage of its basic natural conditions in the “golden latitude” of ice and snow, Hehei has developed the automobile testing industry in cold regions. Every year, it attracts a large number of companies to conduct cold weather testing of vehicles and components, charting a unique industrial path. The “China Cold Area Vehicle Testing Index” was born from this development. The index, released by the China Economic Information Service, builds an indicator system of three dimensions: industry leadership, industry agglomeration, and industry-city integration, to comprehensively monitor how “cold resources” are transformed into “hot economy.”

Operational results showed that the overall index of the automobile testing industry in Hehei reached 221.72 points, with a compound annual growth rate of 22.03%. It is worth noting that the indicators of industrial agglomeration and integration of industrial cities grew significantly, with year-on-year increases reaching 54.58% and 46.29%, respectively. The index indicates that Hehei, which constitutes distinct industries at its core, is witnessing the gradual emergence of leadership and radiation effects in this industry.

In recent years, the automobile testing infrastructure in Heihe has continuously improved, and an automobile testing industry chain centered in the urban area and extending to surrounding areas has begun to take shape. The city now has 21 test bases and more than 120 performance test roads, meeting diverse automotive testing needs. In the 2023-2024 automobile testing season, the number of testing companies and vehicles in Heihe increased by 28% and 68%, respectively, compared with the previous automobile testing season. In the future, Hehei will continue to accelerate the transformation and upgrading of its distinctive economy, following the path of industry-city integration.
