Israel’s National Planning and Building Committee has approved new regulations requiring all new non-residential buildings and homes to install solar panels on their roofs.


The National Planning and Building Commission today approved new regulations requiring all new non-residential buildings and homes to install renewable energy systems with solar panels on their roofs.

As part of the regulations led by the Ministry of Energy and Infrastructure and the Planning Administration together with the Ministry of Environmental Protection and the Israel Electricity Authority, all new non-residential buildings with a surface area of ​​more than 250 square meters will be required to install a system for generating electricity from renewable energy. Similarly, homes with a surface area of ​​more than 100 square meters will be required to install photovoltaic panels with a production capacity of at least 5 kilowatts.

Exemptions may be granted at the discretion of the city engineer for buildings to be preserved or with unique architectural features and if there are future plans to expand the building higher.

The Ministry of Energy and Infrastructure estimates that the new regulations will lead to the construction of thousands of new renewable energy production facilities with a total installed capacity of approximately 3,500 megawatts by 2040. This capacity will provide solar arrays on land covering approximately 8,750 acres and save billions of shekels in large-scale electricity grid infrastructure while contributing to the decentralization of the energy economy and enhancing its flexibility.
