4

Earlier this week, the first step was taken to build three new mega-projects in Jerusalem, including 300,000 square meters of government office space.

Tenders issued by the Finance Ministry’s Accountant General’s Office and the Government Assets Management Authority target the financing, design, planning, construction and maintenance of the Har Hotzvim Technology Campus for 25 years, a new central court and court complex, and a new headquarters for the National Insurance Institute — both of the latter projects located at the western entrance to the city. Conservative estimates of the construction cost are NIS 2.5 billion. Tenders must be submitted by mid-November, and a candidates’ conference will be held on September 17.

The first project – the Har Hotzvim Technology Campus “Gan Hotzvim” will include 150,000 square meters of office space and another 100,000 square meters of underground space in three 30-story towers. The campus will house government technology units as well as the Israel Police technology unit, which covers a third of the space. The plan, approved in July 2022, was designed by architects Kolker Kolker Epstein.

The second project is to build 100,000 square meters at the western entrance to the city, including a central building for courts and the judiciary with an area of 45,000 square meters, and a tower building with an area of 55,000 square meters, 40 floors high, which will include courtrooms, public prosecution officers, and law enforcement agencies. The center will include all the city’s courts except the Supreme Court.

The third project is a 30-storey tower with 50,000 square metres of offices to serve as the headquarters of the National Insurance Institute.

The Gan Hotzvim settlement and the new court complex are scheduled to be completed within seven years, and the National Insurance Institute headquarters within five years.
