The Metro is really happening

1

“A rare opportunity now arose to invest in the Ra'ana Depot site, which is the first station to be opened in the Sharon area,” which is run by an advertisement by a company that provides plots from land next to the metro warehouse in our sponsors.

The advertisement can be considered an affirmation that more and more players in the market believe that the metro station is a fixed fact. On the other hand, there are those who are skeptical of the chances of achieving the project, given the hole in the state budget, repeated delay and delay, and the absence of any signs of progress on the ground.

However, there are many evidence that the project is already progressing, and that excavation machines will make their appearance soon.

The metro is the largest development of the planned infrastructure ever in Israel. It consists of three underground railway lines that pass under 24 local salads in Gush Dan, with more than 100 stations. Its cost is estimated at 180 billion NIS. It will be associated with the light railway system currently under construction, which consists of the red line, which was opened in 2023, and green and purple lines due to its opening in 2028-2030. The metro is supposed to be gradually operating, between 2035 and 2024, although doubts about the schedule of it are definitely justified.

So what is happening on Earth?

1. Earth requests

Last week, a scene of historical dimensions occurred when huge fences were erected in the Segula neighborhood of Petah Tikva, where the train will be built for the M2 line of the metro. The ground was seized after a mandatory purchase. Earth owners will receive payment notifications soon.

ADV. Inba Kanka told NTA-Metropolitan Mass Transit Ltd. The project, “Globes” last week, assumed that there will be no lawsuits in Segula and Rishonim, where lands change in crazy prices because people hope in one day to be marketing, but there are no plans. This is speculation.

Mint purchases for homes

So far, mandatory purchase notifications have been sent mainly outside the city centers, and are concerned with commercial and industrial property. Now, notifications reach the city centers, and residential property also. Last month, NTA sent mandatory purchase notifications to 50 housing units and 45 stores in the Magen David Square area in the heart of Tel Aviv. The buildings will be demolished on Allenby Street, King George Street, Bethlehem Street, Elo Mitsiot, and other streets, to make way for the metro. The stations will be built on Nes Lagatim and Shlabim Street Street, where industrial buildings will be purchased compulsory. 22 housing units and also public buildings will be purchased on Hazon ISH Street and Kahaneman Street in Bnei Brak.

Kanka says the payment notifications will soon start sending them to many real estate owners, so that the market begins to feel the extent of mandatory purchases. In total, compensation for mandatory purchases will reach about 10 billion NIS, for about 200,000 requests covering 11,000 dinars. 400 housing units is to be demolished.

3. Taxes enter into force

A higher assumption was approved along the metro roads that are imposed to help pay the price of the project in the first part of the metro law, which was issued in 2022 and entered into force in 2023. It covers the construction plans deposited from that year.

The law states that the date specified for the purposes of the tax is after the approval of the plan, and thus taxes will start in the next year that arises from the metro in the flow to the state. They can create the project as a whole FAIT arrival.

4. Organization and structure

As far as it comes to organization and planning, the metro is already And woe. Legal planning has been completed, and the three lines were approved by the government despite the many objections that were raised that put politicians under pressure.

In addition, the metro law was approved, as it was granted powers to implement the project, NTA, to remove obstacles. NTA itself is subject to a huge restructuring. VPS, each of whom is responsible for one of the metro lines, as well as the CEO who is supposed to coordinate the work.

This week, after a long delay, Ozi Tzaki was appointed head of the metro body, and the government agency that aims to lead the project that is NTA. Itzhaki was the former head of Israel Ports.

There is another obstacle that has been removed, which is the opposition of Transport Minister Miri Regev to the project, unless the railway lines are placed to Kirit Shimona and Eilat. After allocating the budgets to plan the lines, it became a supporter of the project, and publicly proud of that.

5. Publishing tenders

In the coming months, NTA will start preparing to cleanse the land in different regions, including warehouse sites in Rishonim and Segula. In the third quarter of next year, tenders are scheduled to be published to carry out the works called “Infra 1”, including dual tunnels drilling, every 150 km, and the preparation of reinforced concrete boxes for more than 100 stations. These works will be carried out gradually, but if the tenders will come out on time, the NTA has a great deal of work to complete it.

“Globes” recently reported that the company has entered into a conflict with the National Planning Committee on the number of exits from the stations. NTA has planned to go out one by a large percentage of stations, but the National Planning Committee demands more, in a manner responsible for delaying planning and publishing tenders.

A source in the industry, “Globes”, said: “The government must explain to NTA that there are no excuses for more excuses. If all the changes are not successful in the progress of the project in a quick schedule, it will be better to transfer it to another company or divide it between several companies,” which indicates that the period of allowing has ended, and it is now time for the results.
